Level 1 of 6

A.A. groups

Any two or more alcoholics who meet to stay sober and help others, with no other affiliation, may call themselves an A.A. group. The group is the foundation of everything below it — and holds the final authority.

What happens here

  • Holds meetings and carries the message to the alcoholic who still suffers.
  • Pays its own way through the Seventh Tradition — and shares what's left with A.A.'s services.
  • Reaches an informed group conscience and elects a General Service Representative.

In Area 09: Groups meet in English, Spanish and other languages across Orange, Riverside and San Bernardino counties and the southern part of Los Angeles County. Register a new group with the Area Registrar.

Level 2 of 6

General Service Representatives

Each group elects a GSR, usually for two years — the link in the chain of communication between the group and A.A. as a whole.

What happens here

  • Brings the group's conscience to the district and the Area Assembly.
  • Brings news of A.A. as a whole back to the group so it can reach an informed conscience.
  • Votes at Area Assemblies — including the election of the Delegate.

In Area 09: GSR School meets online every week and before every Area meeting, in English and Spanish. The GSR Preamble was written here in 1986.

Level 3 of 6

Districts

The GSRs of nearby groups — or of groups that share a language — form a district and elect a District Committee Member (DCM).

What happens here

  • The DCM is the vital link between the groups' GSRs and the Area.
  • Holds monthly district meetings, workshops and the Delegate's report-backs.
  • In larger districts a DCMC coordinates several DCMs and sits on the Area Service Committee.

In Area 09: 22 districts — 16 English-speaking geographic districts and 6 Spanish-speaking linguistic districts that overlap them.

Areas

The U.S. and Canada are divided into 93 areas. Each holds Assemblies where GSRs and DCMs vote, and every two years elects a Delegate to the General Service Conference.

What happens here

  • Holds Assemblies and Area Service Committee meetings.
  • Elects the Delegate and the Area officers by the Third Legacy Procedure.
  • Its standing committees carry the message — public information, corrections, treatment, archives and more.

In Area 09: Area 09 — Mid-Southern California — is in the Pacific Region. It has 7 officers, 17 standing committees and 2 service schools, and meets almost every month.

Level 5 of 6

The General Service Conference

Once a year, delegates from the 93 areas meet in New York with trustees, directors and staff — about 135 members in all. The Conference is the group conscience of A.A. in the U.S. and Canada.

What happens here

  • Delegates make up at least two-thirds of the Conference.
  • Items approved by a two-thirds vote become Conference Advisory Actions.
  • After the Conference, each delegate reports back to the area, and each GSR to the group.

In Area 09: Area 09 sends one Delegate, elected for a two-year panel, who reports back at the May Assembly and in the districts.

The General Service Board

The trustees: 21 in all, 14 A.A. members (Class B) and 7 non-alcoholic friends of A.A. (Class A). They serve the Conference — they do not govern A.A.

What happens here

  • Look after A.A. World Services, which runs the General Service Office, publishes the literature and keeps aa.org.
  • Look after AA Grapevine, which publishes Grapevine and La Viña.
  • Act as custodians of A.A.'s Traditions and of its funds between Conferences.

In Area 09: The Pacific Regional Trustee serves Area 09 and the other 14 areas of the Pacific Region.

How we elect

The Third Legacy Procedure

A.A.'s own way to elect delegates and trustees — and, in Area 09, all seven Area officers. Written ballots, one name each, until someone has two-thirds of the vote.

It has proved highly successful at keeping factions and parties out of A.A. elections, and it encourages a well-qualified second-place candidate to stay in the running.

Area 09 elects its officers this way at the October Assembly of each odd-numbered year; the new panel starts in January.

    Every ballot

    Two-thirds wins

    Eligible names are posted and every voter writes one choice. The first candidate to reach two-thirds of the total vote is elected.

    Under one-fifth withdraws

    Anyone with less than one-fifth of the vote is withdrawn — but the top two always stay (with ties for second, all of them stay).

    Under one-third withdraws

    Now anyone with less than one-third is withdrawn, again keeping the top two.

    The lowest withdraws

    If still no one has two-thirds, the candidate with the fewest votes is withdrawn. The chair asks for a motion, a second and a simple majority to hold a fifth and final ballot.

    If the body agrees, one last ballot is held. If the motion fails, the choice goes straight to the hat.

    The top two (or everyone tied) go into the hat, and the first name drawn by the teller is elected.

    A.A.'s international journals, in English (since 1944) and Spanish (since 1996). They are supported by subscriptions, not contributions.

    Supports the Delegate, stands in when needed, and organizes the Pre-Conference, FORO and Servathon.

    Officers, DCMCs, DCMs, past Delegates and committee chairs who meet between Assemblies to discuss problems, gather the districts' conscience, advise the Delegate and set the next Assembly's agenda. GSRs are encouraged to attend but do not vote.

    A group of A.A. groups in one geographic area (or sharing a language) whose GSRs meet regularly. Area 09 has 16 English-speaking and 6 Spanish-speaking districts.

    Elected by the GSRs of a district (or sub-district). The vital link between the groups' GSRs and the Area service structure.

    Committees that carry the message into hospitals, treatment centers and correctional facilities. In Area 09, H&I is a coordinate committee.

    A.A.'s upside-down organization chart: the groups are on top and hold final authority; the General Service Board is at the bottom, serving them.

  • linguistic district

    A district made up of groups that meet in a language other than English. Its boundaries can overlap the geographic districts — in Area 09, Districts 20 to 25 serve the Spanish-speaking groups.

    Voting members who have attended at least one Assembly or ASC in the previous 12 months.

  • minority opinion

    After a vote, those on the losing side may be heard. If what they say changes minds, the body may vote to reconsider.

    A formal proposal for the body to decide. In Area 09 a motion is usually introduced as new business at one meeting, discussed by the groups, and voted on at a later meeting.
