Bylaws 9.2 — who signs the Area's checks

Amend Article 9.2 of the Bylaws so that checks, drafts, notes and other orders for payment are signed by the Treasurer/AP and countersigned by the Treasurer/AR (or, when the Treasurer/AP is absent, signed by the Treasurer/AR). Today the Bylaws ask the Secretary — or the Alternate Delegate — to countersign.

Step by step

How a motion works

Area 09 takes its time: a motion usually goes back to the groups before anyone votes on it.

    Someone writes it

    A district, a committee, an officer or any voting member writes the motion and its background, in English and Spanish.

  2. 2

    New business

    It is presented at an Area meeting. Members ask questions; usually there is no vote yet.

  3. 3

    Back to the groups

    GSRs and DCMs share it with their groups and districts so they can form an informed group conscience.

  4. 4

    Old business & the vote

    At a later meeting — usually an Assembly — it is discussed and voted on. Most motions need a simple majority; the budget and long-term policy need two-thirds.

  5. 5

    The minority opinion

    Those who voted no may be heard. If minds change, the body can vote to reconsider.

  6. 6

    On the record

    The result goes into the minutes and into the Area's motions book.

Writing a good motion

  • Say exactly what will happen, in one or two sentences.
  • Add the background: why it is needed and what it solves.
  • Include the cost and where the money would come from.
  • Bring it in English and Spanish so every member can follow.
  • Check it against the Area Guidelines and Bylaws — the Guidelines & Policies Committee can help.
  • Send it to the Area Secretary so it can go on the agenda.
