Know the difference

ASC or Assembly?

Both are Area meetings, both are open to every member — but they do different jobs.

ASA

Area Service Assembly

“The mainspring of the Conference structure and the representative voice of the movement expressing itself.” GSRs and the Area Service Committee meet to deliberate and decide the Area's business.

When
At least three times a year: January, May (with the Delegate's report on the Conference) and September. Officers are elected in October of odd-numbered years.
Who votes
GSRs, district officers, Area officers, committee chairs and past Delegates.
What it does
Votes on motions, policy, guidelines and the annual budget — and every two years elects the Delegate and the Area officers.
GSRs
GSRs vote. An alternate GSR votes only when the GSR is absent.

ASC

Area Service Committee

Meets between Assemblies to identify problems, gather each district's conscience, advise the Assembly, the Executive Committee and the Delegate, and set the next Assembly's agenda.

When
At least twice between Assemblies — the other 2nd Sundays of the year.
Who votes
Area officers, past Delegates, DCMCs, DCMs and other district officers, and committee chairs.
What it does
Discusses and prepares business for the Assembly. New motions usually start here and go back to the groups before a vote.
GSRs
GSRs don't vote at the ASC, but they are strongly encouraged to attend and take part in the discussion.

Who votes at an Assembly

  • The Delegate, the Alternate Delegate and the other Area officers
  • Every serving GSR (an alternate votes only in the GSR's absence)
  • DCMCs, DCMs, their alternates and the other district officers
  • Chairs of the standing committees, and of the coordinate committees (intergroups and central offices, H&I)
  • Past Delegates of the Area — and past delegates of other areas who now live in Area 09

To vote you must be a member in good standing: you attended at least one Assembly or ASC in the previous 12 months. Each person has one vote, even when serving in more than one role.

How decisions pass

Simple majority50% + 1
Substantial unanimity2/3

Most business passes by simple majority. Long-term policy, contracts and the annual budget need two-thirds. After a vote the minority may be heard, and the body may vote to reconsider.

A day at the Assembly

  1. 8:00 AM

    Registration

    Sign in, pick up the agenda and say hello to your DCM.

  2. 9:00 AM

    Opening

    The Serenity Prayer, then readings in Spanish and English — the Declaration of Unity, the Preamble, the Tradition and Concept of the month — and introductions of new GSRs and visitors.

  3. 9:20 AM

    Reports

    Area officers, then every district (2 minutes in English, 4 in Spanish), then the standing committees.

  4. 12:15 PM

    Lunch

    A chance to meet trusted servants from across the Area.

  5. 1:00 PM

    Old business

    Motions the groups and districts have discussed are debated and put to a vote.

  6. 2:35 PM

    New business

    New motions and next year's budget are presented — to take back to the groups.

  7. 2:50 PM

    Announcements & close

    Announcements, A.A. birthdays, and the Responsibility Statement in Spanish and English.

  8. Afterwards

    Back to your group

    GSRs report to their groups: what was decided, and what is coming back as old business for the group to discuss.

ASCs follow a similar pattern; some committees, such as DCM School and Guidelines & Policies, also meet in a break-out during the day.
